A fully functioning Residents Association requires a structure to be able to operate, Below you will see the roles that are required and a rough guide to what each role entails.

A Residents Association generally has a minimum of 4 roles (chair, vice chair, secretary, and treasurer) as the exec members, in addition to that there are usually several committee members that also assist. There will be an expectation that the exec and committee members will be involved in various projects, there's much room for improvement at HPV and it will be down to this group of leaseholders to lead the way with this.

The Chairperson has an important role to play in representing the vision and purpose of the Residents Association. The Chairperson ensures that the committee functions properly, that there is participation at meetings, all relevant matters are discussed and that effective decisions are made and carried out.


A good Chair ensures that all views are heard and considered, and would not solely put forward their own views. A Chair ensures that all residents are properly represented.


  • Plan and run meetings in accordance to the constitution.
  • Ensure matters are dealt with in an orderly efficient manner.
  • Bring impartiality and objectivity to meetings and decision-making.
  • Provide leadership, support and supervision to other committee members.

The Vice Chair helps the Chair carry out their role and will take over the work of the Chair if he/she cannot attend a meeting or is ill or on holiday.



Secretary





The role of the secretary is to support the Chair in ensuring the smooth functioning of the committee. The Secretary’s tasks will include, but not limited to the following:

  • Handling correspondence.
  • Updating members via email / social media / website
  • Arrange meetings
  • Prepare agendas in consultation with the Chair.
  • Circulate agendas and any supporting papers in line with the agreed constitution.
  • Receive agenda items from other committee members.
  • Ensures that a proper record is kept of all meetings and that all decisions are recorded and communicated to members.
  • Minute meetings and circulate the draft minutes to all committee members.
  • Check that committee members have carried out action(s) agreed.
  • Assisting with event planning.


Treasurer





The overall role of a treasurer is to maintain an overview of the Residents Association financial affairs, ensuring its viability and ensuring that proper financial records and procedures are maintained.


In the case of HPV it's very likely that we will not be collecting member fees so the role may well be limited to what a treasurer of an RA would normally be expected to do.


However, there will be an expectation that the treasurer would have a financial background and would have involvement in working with the HPV service charge.

Recognised Residents Associations have a committee because it is not practical to expect your whole membership to deal with the running of the group. As it is very unlikely every member will turn out for every meeting, members have a smaller group of people who look after the day-to-day affairs on behalf of the whole membership.


A good committee member:

  • Attends meetings regularly and arrives on time.
  • Makes useful suggestions at meetings.
  • Keeps comments short and to the point.
  • Keeps in mind the goals of the organisation.
  • Listens to others and does not interrupt.
  • Supports others  does what they say they will do.
  • Abides by the group’s decisions.
